I think it's the Packard Panther.

I imagine that the photo was taken to celebrate the creation of Studebaker-Packard. I wonder if there is one of each model represented? Great photo!

Looking at the period photo of the Panther, and seeing the Predictor dream car at the SNM, makes Me wonder how long Packard would have lasted if they DIDN'T buy Studebaker?

My guess is freezing rain. Perhaps this is the same location shown in posting 23? With police escorting traffic in one direction, and none going the other way, this may be the scene of a serious accident, with one side of the highway blocked.
