I have new front springs I can install but I have only 1/2" worth of spacers. Also, it may be that when I put the new HD springs in the problem will be fixed. I really don't want to install the springs twice. Any ideas on how to procede?

Has anyone messed with the REAR springs? If the left Front is Low, the Right Rear spring may be mounted in the wrong frame hole. The front of the rear spring bushing and bolt do NOT go in the same (height) hole on the right as the left, and will twist the whole car when incorrectly mounted.
Also make sure you point the end of the bottom coil inboard and forward and the same on both sides, that could be part of your current problem. The coil spacers were only used on BOTH sides with A/C equipped Cars and H.D. Springs.

Have you measured the car on a level surface, from the FRAME to ground?
Sometimes the bumpers or even body parts are all winky-wonk and the car looks worse than it is.
Crawl around or put the car on a lift and LOOK IT OVER for stuff that StudeRich mentioned.
Has it been wrecked? Are there rust issues? Is the frame broken or twisted?
Are the rear springs flattened out [dearched]? Is one of the front springs broken or weak?
