Engine: Governor Repair

Has anyone here ever repaired or have repaired a governor?

The governor that came with my truck was totally messed up so I bought one off ebay that was minimally used but I suspect that the diaphragm is damaged. These things are held together with rivets and pins that I assume, the intention is to limit being fooled with...
