There must have been an aggressive Studebaker dealer in Glace Bay, Nova Scotia at the time. Many years ago, TW had a picture of a K-series COE bus owned by a bus company in the area. This Champion police car has a 1939 Nova Scotia license, so probably was brand new when the photo was taken.
