A good point in Post #5, Old Radio Tech. Most issues of Turning Wheels can be had for little more than the price of postage to get them to you, if you have a half-dozen or so you've identified as those you want, from the index. Just post your needs here and folks will likely step up.

One other factor that may still apply. This issue was discussed at some length when I was on the board of directors ~10 years ago. At that time, the hangup was that many issues included material that was copyrighted by someone other than SDC, and the club could not make it available in a new medium without permission. Many of the early issues of TW included reprints of articles from car magazines from the 1950s and 60s. Permission to reprint those articles had been granted at the time, but those were one-time grants, based on TW's circulation at the time the request was made. It was the opinion of the lawyers that selling digital "reprints" of those earlier issues would violate those copyrights; ie, that permission would have to be sought from the original copyright holders. While doing that research might not be a LOT of work, it was more work than the board was willing to consider for a "nice-to-have" product.
In addition to the above, Fred Fox, and possibly a few other contributors, copyrighted their contributions themselves, and presumably would want remuneration if their material was included in a new digital "collection". Now obviously, the previously copyrighted material could be deleted from the digitized copies, but that would defeat the economies of scale, which depend on just digitizing everything without any prior review of the contents.
