Yes the "Tripper" on the back of the wheel is missing. It is like a Coil around the base of the wheel with a "Tang" sticking out to trip the Cancel Switch.
Looks like it May be a '57 to '60 Hawk.
This is the '61 to '66 Type Wheel, with the brass plate type horn switch plate.

Yeah. The '57 wheel does not an extra "tripper". There one there already; that ring with the segment missing is your tripper. Judging by the pics, the cancel dog of the signal switch has been scraping the hub of the wheel at a point just above the cutout in the tripper ring. Either the tripper ring is not pressed onto the hub far enough, or the steering column jacket is too far up the column shaft, and the gap between the wheel hub and the column cup is too small.Gord Richmond, within Weasel range of the Alberta Badlands

The gap on that spit ring must face to the right when assembled. It seems to be backwards if I am viewing the photo correctly. The edges of the little toggle on the right hand portion of your switch will snag on the gap of the split ring and drag the switch back to neutral position. You can tap the ring around to the correct position with a little punch and a tiny hammer.
