If it is a minor dip on the top of the pad, you can use expanding spray foam. You will have to pull the dash. I used the flat side of a very thin metal ruler to push the pad up while I sprayed. I let it set for two minutes and slowly pulled the ruler out. If it is more than than, see a professional interior shop for ideas or just dashes.com. I have used just dashes, they do an outstanding job but are not cheap.
