valve stem seal question

Are the oem valve stem seals supposed to stay in place on the guide or float up and down on the valve stems?

They float around for a few 1000 miles, then get hard, break and fall off, then you use modern seals.

So it's normal for them if they are in proper condition to slide up and down the valve stem as opposed to some modern seals which lock in place over the guide?

Yes, that's why they are called 'umbrella seals'.
