Unidentified aftermarket item behind 1950 trunk?

Just got a call from my nephew in Denver. He wants me to identify an item on the rear of a 1950 Champion two-door sedan. I've never seen it before and thought more experienced minds might shed some light.
He says the bolt that holds it on is hollow, as there might have been a wire through it at some time but nothing else connected underneath and nothing inside.1500 miles from me so, what say you?

With that strange looking 3 port Chrome? vent Cap it looks more like some kind of vent.

For the Gas Tank?

For a Propane Tank?

For a CNG Fuel Tank?
For the Trunk??????

If it were a Starlight Coupe or a Business Coupe I would guess a Moonshine Runner!

The angle of the holes look wrong for a flag stand. i think it's a bracket that another piece attatches to. Maybe a support bracket for a wiring harness. Does the car have a trailer hitch?

I also agree it is a mounting bracket of some kind, most likely for a lamp of some sort.
