Put it on eBay, making it clear that the paint is faulty, but new. Maybe somebody who has a paint shop will se an opportunity. The kind of person who will bid on a complete car, but ignore a "basket case."
This would make a great entry-level car for some young person who wants to become a Studebaker owner.
