The picture shows a thin metal section with directional perforations around the edge, presumably for the air bleed to create a vortex under the carb flow and increase efficiency.
All it does is lean out the mixture somewhat, maybe resulting in a miniscule increase mileage, but more likely an over-lean condition, that will bite you in the butt, down the line.
Late in the 50's, there was another device on the market, labelled as a 'Mini-Supercharger'. This was a 2 barrel insert, with air-bleed driven impellers. The little spinning propelers were supposed to 'supercharge' your engine..
