I believe it was around 1968 that three-point lap belt/shoulder straps began to be required for hardtops, sedans and coupes and around March 1969 when they became required for convertible cars.
I remember my Dad had a 1970 Lincoln that had the three point system...a lap belt with a shoulder strap that was retained at the roof line and connected to the lap belt. The three point inertia system we know came about a few years later.
