anyone know what this tool is for? brake shoe pins?

That is exactly what it is for, removing the the little dished washers from the brake shoe retainer pins. You normally don't need one for Studebakers, since they use a different style of clip, but it is always possible that some previous worker replaced the Studebaker pins and clips with the other kind.Gord Richmond, within Weasel range of the Alberta Badlands

Gord is absolutely correct: that is exactly what it is.
This brought back old memories, so I went to the basement to check in my "Brake-Tools-Which-I-Will-Probably-Never-Use-Again" toolbox, and found mine, a Craftsman, made of steel, bought to repair brakes on my first new car, a '65 Dodge Dart...and used on a lot of cars since then (hasn't seen much use in a while though, because disc brakes are putting it out of business)(and yes, that toolbox includes--among a lot of other things--a brake cylinder honing tool, with a lot of new, unused honing stones).
If I could figure out how to do it (no idea how, and I do not use a 'smart'phone), I'd send you a picture of what a really old unit--but very well built, with almost no discernible wear--looks like.
Maybe we could start a new Topic around here, sort of like a similar segment on "Ask This Old House": "Does anyone know what this tool is for?"
