At least the PO was good enough to tape over the cable stubs - to keep water from sneaking in.

I think that's just the rotten remains of the original boots.
I wondered if, at some point, the brakes were stuck and someone who didn't know how to pull the drums cut them off.

When you buy a parts car, or piece of one, you wonder just what you have. I had already noted that the Transtar frame we brought in Saturday had a 4:09 gear set, but did not pay any attention to the brakes. Today I took a look and things were not as you would hope.
