The short answer is NO.
Vernon (LA) Speedsters start with 78. I do not remember if any Speedsters were assembled in Hamilton (Canada), but if they were they would start with 79.
Now a caution. These starting Serial Numbers do NOT define only Speedsters, but rather all 1955 President models.
The body code would more likely identify a Speedster. The first 14 were 6H-K5 and all of the regular production Speedsters were 6H-K7.
