Body / Glass: Hawk Bumper Bracket Question

I am hoping someone can save me some trial and error experimenting. The rear bumper brackets on my 61 Hawk have an offset in them. They will either raise or lower the bumper a little depending on which way the brackets are turned. Which way are they supposed to be mounted? Should the offset be raising or lowering the bumper? The picture in the parts manual wasn't clear enough to be sure.
