They are not an exact science, and change with age/wear.
I will say that if your car is heated up to temp you can test it by turning off the car and watching it. Does it keep spinning? or stop right away?
Give the fan a good push. It should not spin freely for more than a 1/2 turn.

To check the temp at which the clutch comes on will require what I use to test the thermostat, water temp sending unit, etc, and that is an infared remote thermometer. Got mine at Northern Tool, and you can aim the thermometer at the thermostat housing to see what temp the fan comes on. I would think that it should kick in at around 180-195. But, I really don't know that for sure.
