    All-
    Should the upper link on a column shifter (2R11 Commander 6 T-86) be free to rotate on the shaft?
    Seems like it should be affixed to something; welded, pinned...etc

    You're talking about the cast metal thingy just under the steering wheel? It has a big screw that tightens and causes the part to clench onto the top of the steering column tube. If that's what you're talking about, find the head of that screw (it's inset into it's hole) and tighting it good. That should stop it from flopping around.
