Do the rubber headlight seals fit inside the round resess in the fiberglass panel or lip over it?

The ones I remember using were in the form of a rubber channel that wrapped around the outer lip of the glass itself.

Tis true! the rubber wraps around the edge of the glass. It's kind of like a windshield rubber in that respect, except it doesn't wrap over the "pinch weld'.
