I have never seen the described lockout on a 1953 Studebaker and I have owned several and worked on many more.
Wow! I didn't notice that. Years ago I "temporarily" mounted a switch to turn on an electric fuel pump to prime the carburetor and/or to address vapor locking. I intended to find or make a bracket for it to fasten it to the bottom of the dash. Looks as if I forgot to do so.

"What speed should it change from 2nd to 3rd?"

With a light foot, it can shift to third at 15 mph.
With the pedal to the floor, it can shift to third at 72 mph.
It's determined by the shift linkage relative to the throttle linkage.
