The vise grips worked.The bolt on the left was a pain in the you know what but they both finally broke free.I just hope that the other side isn't as hard to get off.Thanks for the help.I don't know why I didn't think of just useing vise grips in the first place,I guess sometimes you just have to look yourself in the mirror and go DUH!!!

If you have access. Use a flat blade on an air chisel. Works great one old dried out undercoating. The vibration causes most of it to fall off. Use a very shallow angle and be carefull
