Can the dash pad be replaced from the dash without removing the dash itself, what's the procedure?

All Stude. padded dashes that I know of require removal of the dash for a good job. The '59-'62 Lark dash tops unbolt from the lower, get re-covered, re-installed to the lower then the dash gets re-installed.
Hawks are "tucked" in and glued on back side so also require removal of dash.
