Does someone have a procedure for rebuilding horns that they would be willing to share. 2 of my 3 horns [55 President] work but are erratic, the third one [the one marked hi] will click but not blow. Also, is there a difference between 6 volt and 12 volt horns, and what are the thin metal strips located on the mounting bolts?- most of them are broken on my horns.

You can use your 6-volt horns with either 6 or 12 volts. They will be quite a bit louder with the 12 volts. If you DO convert to 12 volt you WILL need to change out the Horn Relay to 12 volt though. The horns are all similarly built. They are really a big DC "Buzzer." I've never rebuilt a Studebaker horn, but I would be willing to bet they are almost identical to the Ford Horns I restored on my truck (except the truck they are trumpets not snails).
Mine did the same thing you described. I just sprayed the inside with copious amounts of WD-40 and lit them off with direct wired 12 volts. They tweaked a little then eventually opened up slowly and BLEW! And the rusted WD-40 vapor that came out told me they were just rusty and dirty inside.
I suppose you could take them apart and actually wire brush them clean and oil them.

It's been years since I took a couple 12 volt horns apart, but IIRC all I did to make them work was to clean the contacts. I had to cut the rivets off to get the horns apart, then bolted them back together with screws and nuts. They worked well afterward with no further trouble.
