    Problem is, with the power steering disabled the free motion in the control valve will introduce a quarter turn of free play in the steering. Sounds like there might have been a problem in the valve. Like some others have noted, radial tires seems to be a permanent fix as strange as that may sound.

      The only time I experienced shimmy on my '63 Hawk was on a drive on then well-aged radial tires, that I jokingly described as "square" tires. A new set of radials made a remarkable improvement in the ride and no further shimmy. I'll bet you have a tire problem.
