1951 Champion horn relay question

The surfaces must be nice and clean to work. Take it apart and use contact cleaner and 400 sandpaper to get it nice and clean. That usually makes them work

Only one relay, most likely a problem under the horn ring.

A simple question -- but one I couldn't answer by reading through the parts books: On the horn ring, is there more than one relay that activates the horn? Pushing on the right side of my ring activates the horn, but pushing on the left side does nothing. Is that the way it was designed? Or am I missing a working relay?
