Engine: Engine Identification

I have an engine that’s been sitting around for more years than I can remember, but am having a problem identifying it. I know it’s pre ‘62 since it’s not a full flow block.
The number stamped on the ID location of the block is PH38.
I’m also guessing that it’s a replacement block.

I have a feeling the photo won’t be very large or clear for any of you. I haven’t had any luck uploading photos to this site from my iPhone. But I am 100% sure it is stamped PH38. Only thing I’m not sure of is whether there is a 1 at the end of it or not.
What especially confuses me is that it is most definitely NOT a full flow block. There is no oil filter mounting pad on the side of the block.

Perhaps it was an earlier replacement block in a 1964 car using that car's engine number (stamped on a blank block). However, the stamping does look factory.

Are you sure it is not full flow? Maybe there is just a block off plate instead of the filter adapter.

I’m 100% sure it’s not full flow. There is no block off plate covering an oil filter mounting pad.

What is the block casting number at right front across from engine number?
