Where is the vin tag on a 1949 short bed stepside truck? Thanks.

Driver's side, open the door, look at the flat vertical area above the door sill. It's centered about four inches up from the sill and six inches forward from the back. There should be two screw holes that held it on. The later ones were spot welded. Further rearward from that plat you should find the paint code plate on a vertical stiffener plate running from the vertical sill plate toward the outboard edge of the door frame.
