Some DMV's would register a vehicles model year when it was first registered - might have been the case here. There is probably a procedure to get it corrected on the title.

Info from ad: 1964 Studebaker Champ Pickup. Approximately 66,000 actual miles. 6 cylinder engine, 3 speed manual with overdrive. Engine runs smooth. Recent carb rebuild. Transmission and clutch seem to be in good working order. Has rare factory sliding rear window. Factory radio with factory crank up antenna. Brakes will need work as wheel cylinders are leaking. Has been stored inside for past several years. Interior is in remarkably good shape for its age. Door panels, dash and dash pad are in very good condition as pictures indicate. The only visible rust is on the tailgate, (typical Studebaker tailgate rust) as picture also indicates. Surface rust on box bed. The body is in very good condition with virtually no visible dents. Original unrestored condition. There is minor rust on floor board. Previous owner did fiberglass repair on inside floor.
