It depends on where you live. When I lived on Long Island, my garage had baseboard, hot water heating. It worked very well, although I did use a humidifier. Now that I live in Maryland, my garage has no heat at all and the temperature rarely falls below 50.
If I had to hear it, I would use a forced air heat pump. Heat pumps do not work well below about 40 degrees (the units then shift to electric radiant heating). Forced air heat pumps lets me filter the air, heat & cool with me touching anything, as well as provide humidity control.
