    New York State does not issue titles for pre-1973 cars (all Studebakers). Those cars get a transferable registration (1973-up cars get a title and a non-transferable registration). New York State does not require a notary for transfer. However, when I sell a car to an out of state buyer, I supply a notorized bill of sale along with any other documents. I do this just to help smooth things over for the buyer.
