I don't think that is a valid part#. There's too many digits...
307098W- Ornament Ring- Front Fender. W5-Y, 5H ('54 Commander)
That's the small chrome ring that goes around the lazy-S on the front fender of a '54 Commander Sedan.

Unless it were the 097W Ring for a Champion!
It was only used on Regals and Land Cruisers.
That's a good guess, probably the only Stude. number close to that wrong number.

Can your friend give a description of the part in question, almost seems like it could be the part manufacture's in holse number like Ray says it too many digits to be Stude. I'll add my two cents DO NOT call a Packard parts vendor about this if it may be a Studebaker part! One vendor told me at Hershey "Thats a F$^&*#%@ Studebaker part" after I asked him is this a Parkard moulding? (showing him a NOS moulding in a Packard bag)

My friend looked again and said there was a mark on the number and it is a W thanks for all the help. Just want to say that not all Packard people are unfriendly or will not associate with we Packardbaker people you just need to find the better grade of Packard people.

I understand I have a 46 Clipper that is a 'when I get a chance', I put some more patches in it. I have sevral friends that are way into Packards, it was just that one snobby vendor who shall remain nameless.
