Those two push button switches awere added on at some point. The factory didn't make them that way.

Is the car still 6 volt positive ground, or has it been converted to 12 volt, negative ground?

There is a very nice overdrive troubleshooting tree in the 1950 Studebaker shop manual.

There should be a shop manual in your library.

You have to push the overdrive cable IN for it to operate.

Looks like your radio was made by Automatic Radio, at least the knob looks like it.

You can find the Borg-Warner OD manual online or grab it from my collection here: https://1drv.ms/b/s!AvLlGFr3VITKl3FI...PSZA6?e=JTQtYy.

It's still a 6v system, and it starts fine . The OD doesn't work even if you push the lever in

Figure 9 on page 10 is the same wiring diagram that is in the Studebaker shop manual. Either one should help you fix your overdrive.

One more thing I would check. See if the cut out cable, the one pulled out under the dash board in your picture, has its full range of travel. It almost looks like that it is not pulled out far enough. That means it might not be pushing in far enough to allow the overdrive to work. If you look at the transmission from under the car, when the cable is pushed in, the lever must be all the way to the physical stop on the transmission.
