A picture is worth a thousand words..............I'd strongly suggest you purchase a parts book. You'll see the answer to this plus you'll get the part numbers for any parts you may need that are missing, and it sounds like you are missing the outer brackets. Plus there are rubber shims between the bumper and the body.

It's a two piece adjustable brace. It is adjustable so it contacts the inside of the fiberglass. Many do not bother to adjust the brace, and tighten the outer bumper bolt and break the fiberglass.
