What is this brace mounted on the left inner fender to the rear and above the battery on my 57 Commander?

It just simply lines up with, and connects to the "J" bolt that holds the Battery Hold Down frame and prevents the Battery from tipping.

?Thanks Rich. My battery hold down is missing or I probably would have seen that.

Yes assists with the battery tie down, if you ask Bob Palma he would say its an excellent place for the universal bungee cord to secure the battery. LOL
