There appears to be some blame on both sides. She shouldn't have applied if she violated the rules and the pagent shouldn't have accepted her entry in violation of the rules. By providing her birth certificate and driver's license, she wasn't trying to hide her age. It isn't like she lied in order to get into the pagent.Gary L.
