Its a engine speed govenour It prevents the engine from overreving , Commercial vehicle owners sometimes had them so the employees could not beat the snot out of their trucks , Ed

Exactly, Ed. These were often fitted on Studebaker trucks larger than pickups. Very easy to over-rev the engine in lower gears.
