This is on the P.H. for sale on Bonhams. Has anyone ever seen one before? Perhaps it's a Brit's way of shifting with the hand he's accustomed to shifting with?

Dont think it has anything to do with shifting since the bowl that rotates for the shifter is behind where that stalk is mounted. My guess it may be a switch to "flash" the headlamps.59 Lark wagon, now V-8, H.D. auto!
