Here at least through the end of 2011. Things are supposedly set for it to go to Atlanta, but details are not finalized. Reportedly in the news up here, Atlanta doesn't even have a site commited or selected for it yet. Atlanta says they have $34M in contributions to get it done, though. At least they did when this all started a year or more ago.
My guess is the current state of entrenched National Economic Malaise may be dragging the move out longer than it would have taken otherwise. I think the City is covering all bases in case the Atlanta deal falls through (slim chance). South Bend will hold the 2011 Enshrinement, and they are negotiating to hold the 2012 enshrinement too. City and Hall officials publicly declare they will be 110% behind South Bend until the move is done.
Kind of like Studebaker in the 1960's, the Hall is hanging on. The Festival was pretty well attended (reportedly 10,000 people during the two days). I'm sure more will attend when it's in College Football Crazy Atlanta.
