What is a license plate lense?

Hey guys,

I know this sounds really stupid, but what is a license plate lense? Studebaker had a factory accessory for them, and the picture doesn't look like it will fit a plate, so I'm confused!

It's just what is states it is about 9" long and maybe 1-1/2" wide and is used on 59-61 larks with a trunk, not for wagons, it is held in with a metal frame.
