Champ fender compatibility

Is a 63 Champ front fender the same as a 63 Lark (other than trim/emblem holes)?

Not exactly. The Champ front fenders are the same as 1959-1960 Lark front fenders. The 1963 Lark front fenders are shorter/different at the lower rear. This is referring to the outer fenders only, not the inner fenders.
