Try a solution of Muratic acid. It is available from swimming pool service stores or masonry companies. It may affect the paint but I guarentee less stress than a hammer and chisel.[8] Try it on a piece of painted auto junk to see what it does to the paint. It is used on painted swimming pools but in what concentration[?]

I suspect that the strong etching characteristics of muratic acid would do in any paint that it came in contact with. If you think this is the way to go, I would not recommend trying this first on your car, a test on a junker would be best. I would also not let it come in contact with rubber and pot metal and be sure to use rubber gloves and wear protectant clothing and eyewear.

yes, I would try something milder first, like vinegar... still probably not good for the paint, but what are you going to do?

I'd definitely wash well and wax immediately afterward.

Just a thought. In many cases a thin layer of concrete is brittle, you may want to see if you can "pop" it off. On a small section, cover it with a towel and give it a tap with a rubber hammer and see if that won't work. I have never tried it on a car, but it works with a regular hammer on concrete forms. This is a non tired method and use it at your own risk, but is probably better than my chisel method!
