Why did Studebaker put the footwells in the back seat floor on the Hawks[?] At least my 62 has them. They are not large enough to put your feet in.:( It seems like they are there to keep a bag of groceries

All Coupes, hardtops and GTs had footwells. I have size 12 feet. My feet more or less fit. They keep the blood from rushing from your knees to your head. Unfortunately, they also keep the ladies knees under their skirts down too.

I think they were just trying to create as much foot room as possible. They don't help much. But without them, the back seat comfort would be even worse.

When the cars were new, those back seats were primarily for children and those footwells were fine for them. Also, any added space back there was a good thing.

One of the things we have to remember about those cars from the '50s and '60s, was that those foot wells were put there because the roofs were lower and the back seat areas on some cars were a little restricted.
From my perspective, it started with the introduction of the '49 Hudsons with the step-down floors. Everyone was infatuated with lower and longer cars. I believe that those foot wells were an outgrowth of these lower cars. Every company was doing it.
