What was the announcement made in 1966 that would effect the automotive world forever?

Probably the unveiling of the NHTSA regulations for 1968 model year cars, such as side marker lights, headrests, shoulder belts, etc.

That would be the only thing I can think of that did affect the automotive world 'forever'.
