Does anyone know if the valve covers on the 283 V8s are to be a gloss black or are they a semi-gloss black ??

I would say it would not be gloss. I did mine up in semi gloss for last years International and a Zone meet and got no complaints about them.

Early '65s were yellow. Late '65s and all '66 were black.(Oct. '86 TW, pg.5.)I would go with gloss black. After a while the gloss black will lose it's sheen, at least in my case.FWIW I used VHT paint AND hi-temp primer. Just my .02.

I would paint them gloss black because the heat will flatten the paint out.
