wHAT IS THE PURPOSE OF 0307-18?

Near the back end of the frame of my 50 Champion on each side are rather heavy metal pieces that bolt on with two bolts each. They are about 4-5 inches long and extend down about 2 inches below the frame. Can someone tell me their purpose?

As far as I know these rounded steel pieces on the rear frame is to keep the car from racking
up on steep dips going up a drive way.
Some Studes had them some not.
