When you open the door of my 63 Avanti the light under the center of the dash comes on but not the two over the rear seats. I can turn on those two lights by moving the switch. Is that how it is supposed to work?

I think so, mine don't light either unless they are switch on.

Same setup on my '63 and '66. Part of the mods on the '66 include changing that.

Yes, I think the wisdom back then was for some light at night to shine, Dad's eighty something Buick, there is 8-10 bulbs that lite when a door is open, and it doesn't take long to run the battery down. If you need more light, tickle a switch.

Yes. However, later Avantis (don't know what year) had all three lights come on when a door was opened.
