Isn't that more of a sound deadner then an insulation? If it's the sprayed on material I'm thinking of, the best way is with a sharp scraper and just take your time. I use a narrow one because they seem to work better doing a narrow pathway in the material. After scraping it can be washed with a solvent to get rid of what's left. DO NOT use any heat during any process or you will end up with a lumpy, wavy hood.
