The M signifies Dealer.
The 56 is that particular plate, meaning Dealer #1 had at least 56 dealer plates in circulation, a large dealership, to be sure!

Update: I ran this past my Hudson friend Larry Kennedy. Here are his remarks:
Bob, that is Bobby [Kennedy], they are in a 1968 Chrysler Newport Convt. headed southbound on Capitol Avenue past the old NAPA DC. It looks like they are at about North or Vermont St. LKWe've got to quit saying, "How stupid can you be?" Too many people are taking it as a challenge.
