Not sure I grasp the original question.
The bumper is supposed to stick out farther than the lights. That's why/because it's a bumper. It was close enough for Government, (Studebaker) Work!
Wagons and C or K Models have completely different Tail Light Housings without the Huge wraparound, so you can't compare Sedans to them.

If you want to "fix" it, I would recommend extending the bumper as the easiest route. After cutting, fitting, rechroming and the like you will have a masterpiece that others will be amazed by.....as soon as you point it out."In the heart of Arkansas."
