1950 Land Cruiser Arm Rest Recover or Buy New?

Here are 2 pictures of my arm rests, and as you can see, the rear ones are nice original, but someone recovered the front ones incorrectly.
Are new front covers or arm rests available?
Also, is there any way to clean or fix the water stain on the door panels?

No, they are not; but the ones you have are easy enough to re-cover if you can find a bit of the original "gator" texture vinyl.

I would think not at this point. The good news is it is just plain broadcloth. I would take the panel off the door, carefully remove the stainless trim and the buttons; then cover the old cloth with new, attaching it only at the edges, and cap the buttons with new cloth as well. If you don't want to attempt it yourself it should be easy enough for any upholstery shop. Just don't damage your vinyl or stainless trim.
